Notice that message is pointed at an array of radio towers used for the collection of environmental and atmospheric data. This is quite similar to August 2001 orientation, which directed that year's message at a radio telescope. Are "they" pointing messages at us?

Could this be a "data disk" of some kind?
Does it contain some sort of binary code?
Notice that "message" spirals towards the center.
